How do I level up the materia

Simple yet fustating.... how do I level up the 4 materia?

yes when it depletes it levels up.

then when it levels up and gets no extra charges and can be "sold" for a price it is at its max level.

Air, Quake and Water materias have three levels. Once you use all charges, it levels up. When it no longer has charges, it's reached max level. Silence materia has four levels.
